6 Hungry Cats

Thematically, the players are judges who received mysterious letters for request and head to a courthouse deep in the woods - only to find 6 cat judges who are so hungry they don't listen to the trial. A player will win when they can persuade all 6 judges to their side. The players alternate taking turns. On a turn, a player draws 2 cards, plays up to 2 cards, and then can either bribe a judge with a fish or pay resources to bring on a collaborator. (The third collaborator brings all judges to a player's side.)
